How do you pay for a hotel in Russia with a foreign card?
Not with a foreign card. Cards from global payment methods issued outside Russia have been blocked there since 2022, online and at reception. Book on a Russian site and pay by the Russian payment network or with a card that works in Russia, or pick "pay at the hotel" and settle in cash on arrival, or by Russian payment network QR where the hotel offers it.

Why the hotel declines your card
Since March 2022, cards from global payment methods issued outside Russia do not work inside the country — not on Russian booking sites, not at reception, not at ATMs. Apple Pay and Google Pay are off too. Nothing is wrong with your card; the networks are blocked.
Russian hotels take cash in rubles and Russian-issued cards, and many also take the Russian payment network that works through a QR code or a bank app. UnionPay from abroad works in some places and fails in others, so do not rely on it.
Three ways to pay for your stay
Booking.com and Airbnb stopped serving Russian properties in 2022, so you will book on a Russian site: Ostrovok.ru, Yandex Travel (Яндекс Путешествия), 101Hotels and Bronevik are the main ones. Most offer the same payment options at checkout.
- Pay at the hotel (оплата в отеле): reserve now, pay cash at reception or scan the Russian payment network QR where the hotel has one
- The Russian payment network online: choose the Russian payment network at checkout and confirm in a bank app that works in Russia
- Card details: enter a card issued for the Russian market
- Foreign card on a site’s international version: works for some hotels only, check at checkout
Paying online with the Russian payment network from abroad
The Russian payment network normally needs a Russian bank app. PayInRussia gives you one without a Russian bank account: top up from your own global payment methods, UnionPay or Alipay, and pay for the room before you land.
On the hotel site choose the Russian payment network, then pick Промсельхозбанк (PayinRussia / Плати в России) in the bank list. The app opens on its own and you confirm with one tap. If the site asks for card details instead, enter the number, expiry and CVV from the app — it behaves like a Russian-issued card there.
The basic card holds up to 15 000 ₽ and spends up to 40 000 ₽ a month. For a longer stay or a deposit, verify with a passport and a selfie: the balance rises to 600 000 ₽ and the monthly cap goes away.
Before you arrive at the hotel
Pay from home if you can, so only check-in is left at reception. Keep some rubles anyway: many hotels ask for a deposit, and cash is the fallback when a card hold is not possible.
