What should you do if your card is declined at the till in Russia?

Nothing is wrong with your card. Global payment methods are blocked in Russia, so every terminal declines them. Ask the cashier for the Russian payment network QR code and pay with PayInRussia, or pay cash in rubles.

Why the terminal says no

Since March 2022 cards from global payment methods issued outside Russia do not work anywhere in the country: not in shops, not online, not at ATMs. Apple Pay and Google Pay do not work either. The decline is not a fraud flag, your bank has not blocked you, and calling them will not help.

Trying the card again, or another foreign card, will give the same result. UnionPay cards issued abroad are accepted in some places and refused in many others, so do not count on one either. Russian terminals take Russian-issued cards, the domestic card scheme and QR payments through the Russian payment network.

What to say and do at the till

Most supermarkets, cafés and chain shops in cities can take a QR payment. This is the sequence that works.

  • Say «по QR-коду» (po QR-kodu) — the cashier shows a QR code on the terminal or points to a sticker at the till
  • Open the PayInRussia app, scan the code and check the amount
  • Confirm — the payment lands in seconds and the cashier sees it
  • If there is no QR option, pay cash in rubles
  • Do not keep retrying the foreign card; it slows the queue and changes nothing

When there is no QR code and no cash

Small stalls, markets and some kiosks take cash or a Russian payment network transfer, and some take cash only. If you have no rubles, ask the cashier to hold the goods, find a bank or a licensed exchange office nearby and come back. Foreign cards do not work at ATMs, so an ATM is not a way out.

At self-checkouts in bigger supermarkets a Russian payment network QR option is increasingly common, so switching to one is often faster than looking for cash.

How to avoid the next decline

Set up a payment method that works in Russia before you need it. PayInRussia is a free virtual card you can open from abroad with a phone number, name and email; top it up from your own bank and you have a card that pays by QR, online and by contactless on Android. Keep a small amount of rubles in cash as a backup — cash never fails.
